Of course that's not all there is to it. It's just one of the many factors that affect the ads that you see. Most of it is indeed random as you say. If you see an inappropriate ad, just take a screenshot or at least note the name of the product being advertised, and PM this info to the staff. We don't want to see inappropriate ads any more than you do.
