I think the 10 letter idea would be a good one, but it isn't going to stop some people.
No matter what people will find a way around the system. Although random rep isn't too good, sometimes people give it out just to be nice, you have to remember they have good intentions with it. Sometime blank reps might have been give out on accident too, so you can't rule that out, I know I have accidentally clicked it too fast before and ended up giving out blank rep. It's always nice to know how you helped though. REP!

I actually agree, but how about a type-in-something-at-least rule?

I have given accidental rep before, (blank rep), so I think it is a good idea.

Still, anyone who had the bad intention to get around a rule could get around it...

it is just up to the receiver to be honest and report it

I agree. Rep tells someone you appreciate their post, yet people usually only get rep for the posts that are funny while other well-thought out posts are ignored, sometimes not even read because of their length. Someone else could have made up a joke and they just typed it! We should appreciate all of the posts people put much effort into, not just the ones we find helpful to ourselves or funny.
Also, a member who knows little about WI can't earn as much rep as a member who knows a lot about it and can always help and earn rep for helping people with technical problems. I'm not sure how fair that is.

Sometimes, especially with our newer members, or anyone for that matter, because I do this too they don't quite know what to write, so it's nice to have the option to leave it blank. I think probably if there was a ten letter rule they would just type random letters. But still, I think it is a very nice idea!

I both agree and disagree.
I have seen it when people give random rep, and I think that they should give it some reason, like the post was long and must've taken a while to write or it was very helpful. It's a bit like the custom of 'rep trading' that used to happen [and still might] on the DCT or other chat threads, where you say 'give me rep and I'll give you rep' or people just give you rep saying 'rep swap!' hoping you will follow along.

But, also, sometimes I like it when people give me rep for a cool avatar or signature, being funny or posting a post that made them smile, because it reassures me that my day isn't all that bad, or that a lot of people on here just want to have fun. Giving our rep like that... I enjoy giving out rep for a cool siggy, a good question, being funny, or saying something like 'I hope that this makes your day better. ' because it makes me feel so much better to know that they will most likely read this and smile.
