From what I can gather of the FAQ and the RULES, only adults are being allowed as Moderators at this time. I don't know if it has anything to do with the number of posts so much as how helpful, truthful and courteous you have been on the forum. Take a look at Gingerlytoo and you will see that a moderator has to be kind and knowledgeable. She is the newest of the moderators and she has only been here since August and has only about 5,600 posts. It is how you conduct yourself that matters here the most. They watch people they are interested in. When they think they have been helpful enough they 'tap them on the shoulder' and offer them the position. I really think they did well with choosing Gingerlytoo. All of the others for that matter, but I really do like her a lot.
From what I have read, to be a moderator you have to be an adult. The moderators and administrators will ask you to be a mod if they think that you have been an asset to the community by being helpful, sharing tips, posting pics ect.
There may be a little more to it but I think that sums it up. Hope this answers your questions.
