For the clover clock: Try 7:00 or after, but make sure it doesn't go past 7:35.
For the sun clock, try to get it in the 12pm hour, but since this clock goes backwards, click it after it hits about 1:35. If it goes past 12pm, then click the first button (of 3) on the top of the screen and try again.
For the star clock, I always set it at exactly 12pm (I am not sure about what settings are accurate for this clock, so I always set it at noon).
For the last clock, set it between 6pm and 6:40pm.
(I do the star clock first, then the last clock, then the sun clock, and then the first clock--but this is just my preference).
I always try to slow down my computer to set the clocks. I can set my computer so it runs slower when on battery power, so I do that (just unplug the cord and let it run on battery). You can run other windows in the background. I have been using Firefox and sometimes it still goes too fast when on battery power, so I open a window with a bunch of tabs on webkinz newz and then right click on one of the tabs and "reload all tabs"; that seems to slow it down for about 15 seconds--although the motion of the hands does become "choppy".
Also, the clock stops after you RELEASE your mouse button (sort of like it does for the soccer challenge). So, you can hold your mouse button down and then release it right before you want it to stop. When I get my computer slowed down enough, I usually have to release the mouse button about 10 minutes before the clock hands actually stop (that's 10 fake clock minutes, not 10 actual minutes!--i.e. 2 doohickeys on the clock face! LOL!).
If you don't win the balloon, but get 150 or 250 Kinzcash, then you are on the right track. Sometimes the exact same settings get me Kinzcash and sometimes they get me the balloon! It might be random, even after you have the "winning" settings; or perhaps what you see on the screen isn't actually where the programming sees the clock settings (you may be a few milliseconds off with your timing, but the display only shows certain time settings).
Also, Gmagator posted a picture of the winning settings on this thread, just a few posts above and someone else posted a picture of their winning settings on another of the front page Carnival threads).
Thank you, Gmagator for providing a picture! Rep point to you!
