It sounded to me the market they are really trying to "aim" for is not kids or teens, but adult women. They probably allowed it at age thirteen because while there are a lot of parent who won't find it acceptable there are probably just as many parents who won't find anything objectionable in the figurines, even an alcoholic drink, for a thirteen year old and they want kids whose parents do approve the chance to grow up with Tail Towns.
But I really do think that Ganz is hoping that they DON'T have just a bunch of 13 yo's flocking to buy the figures, I think what they really want is the adult women demographic to get really into this, and so they might have thought a foxy fox character with a sophisticated cocktail in her hands (in combination with the age restriction to 13 and older) would send the message "this is going to have some stuff that is more adult oriented fun".
