I sent an email last night and got this response this morning.
Both my daughter and I did not get our loot bags.

You have inquired about a glitch you have discovered while visiting Webkinz
World.

We are aware of the problem and our technical team is working on correcting the
issue as soon as possible. Since Webkinz World is continuously upgrading and
updating the site, we cannot give you an exact timetable as to when this issue
will be resolved. However, rest assured we are looking into the problem and are
in the process of rectifying the situation.

We apologize for any inconvenience.

The phones may be busy but you can still send a report, even though they make it hard to find.

1. Go to the main website webkinz.com
2. Click on Customer Service
3. Scroll to the bottom and click on "comments and suggestions"
4. Click on "our question does not appear above"
5. Click on "I had an issue when adopting the Pet of the Month"
6. Fill in your info, Give them the what for! lol and send

I found another number on the estore page, 888-818-8770 and it DOES give you the option to talk to Webkinz Customer Support, no busy signals there...

Hello
Just finished calling webkinz support line and this is my third attempt and same oh same oh story they have no idea when this matter will be fixed but they are working on it. I ask what they are going to do after this matter is fixed to the ones that didn't receive the loot bag and all she could tell me they have several options and the support team has nothing to do with it. Also she told me to please be patience with them. Also I ask when the code repairs would be back and running and she said she had no idea. Sounds like webkinzs doesn't know anything.

I just called them at 1-888-818-8770. It is the eStore number but when it comes up with "You have reached the Ganz eStore" message press 2. That is to Webkinz Customer Support.

They told me, "We are still working on the problem. EVERYONE will get their gift. We had a large amount of adoptions this month for the POTM due to the Christmas holiday and recieving the POTM for Christmas. Everyone at Webkinz apologizes, we are trying to get this issue fixed as soon as possible."
