BREAKING NEWS: New Ad Policy and new "Opt Out" Choice
In Webinz World today, Ganz announced a new "Ad Policy" that will affect the appearance of third-party (non Ganz) advertisements in Webkinz World. Some of you may remember the two ad campaigns that have run in WW, one for the Bee Movie and one for the Alvin and the Chipmunks Movie. In the policy statement, Ganz reaffirms it's commitment "to being responsible in [it's] approach to advertsising and the advertisers that [they] allow on the site." Also, a new "Opt Out" Choice has been added to Webkinz World accounts. If you don't wish to view these third-party advertisements, you can now choose to have them be blocked from your account. This option can be found next to the "Daily KinzCare" tab in the "My Pets" window. Once you select this option, the advertisements will be turned off. If you change your mind, you must wait at least 30 days to turn them back on again.

No. They're minimizing the number of people who may be able to get the special gifts from the ads, like the Alvin & Chipmunks costumes.
They're banking on the fact that at least some people will have turned off 3rd party ads and their 30 day period will overlap a special advertisement like the Chipmunks one. It's called averaging and on average, fewer people will be eligible to click on the ads WITH the limitation than without.
Same reason they've decided to limit our ability to buy rares to 1 per day and why they do things like shave 1 KC off the resale price of strawberries. They're creating artificial scarcity in order to increase demand for Webkinz items, both real and virtual.
On the one hand, it's brilliant business. On the other, it's pretty dirty for what's supposedly a children & family oriented site.
