It's just a thing you do because when you post like I am now this thread will appear on the front forum page, it always does that with the most recent post in each catagory so by saying bump you basically bring attention to that post. I think it is only allowed in the gift exchange though. Since there are so many threads in there it is easy for them to become buried so that way people see it.

Yes, just look at the main forum page now and if nobody else posts (on any different thread) it will show this one with last post by Chirp. Whatever thread is the "most recently posted to" will appear on the front page of forum where so many people will see it and may check it out. After a few days so many new thread come in that the old ones go way down the list so by posting to the thread it brings it back up to the top.

Think of it like you go to a party and put your coat on somoene's bed. Ten more people come in and put their coats on the bed, on top of yours. Then more people come in, and more. When it's time for you to go home, yours is buried at the bottom, it's late and you just wanna go home but you can't find your coat because it's at the bottom. The people's dog is biting your ankle and their cat is sleeping on some coats and the more you look the tireder you get and you realize it's not really that cold out so you say heck with it and go home and leave your jacket on their bed.
So the next time you go to a party you put the coat on the bed. Only instead of waiting for 6 hours to get it, you go in every hour or so, get your coat and put it on top. By the time you go home, you have no trouble finding your coat because it's on top, or near the top. Bumping posts is kinda like that, it puts it on the top so it's easier to find. But it's also annoying after awhile.
Go back to the second party, you are in the person's bedroom every hour moving your coat. Eventually people are going to think you are up to something bad, or just strange and if you do that at too many parties they might stop inviting you to some. Personally I think one bump, maybe 2 should be allowed, but if you have to bump it more than that, then it means nobody is reading your thread to begin with so just forget about it, like going home without your jacket.
If nobody is reading your thread, maybe the title needs to be changed. I think the title is the most important. If I see a title that says "Hellllpp MEEEE NNNOOOWW" I ignore it because I don't know what it's about. Your title was perfect because it told me what the question was about.

---------- cuffy added 1232 Minutes and 3 Seconds later ----------

They may or may not go to the thread just because it's on the top. Again, the title is VERY important because it catches people's eye. You can be on top but if your title is "Lookie lookie pick me" then people are likley to be annoyed and not look at it. If your title is "Suggestions on Winning Trophies" then anyone who is interested in trophies automatically will want to read your thread.
A good title also helps if your thread DOES get buried, but someone does a "Search" on it. If you have the BEST suggestions for winning trophies, but your title is simply "READ ME," then the search feature wont' pick it up. If you have "Suggestions on Winning Trophies" as your title, the Search feature will pick it up, and the person looking for your thread will find it right away. What's better is if they add anythign to your thread, then your thread will once again be on top, allowing more people to see it.
I hope I explained it, I tend to be wordy but not good with words.
