Often you can "unstick" items yourself. Remove the table that it is sitting on, then replace it in the same spot. Exit the room, then come back. Very often this takes care of the problem. It's best to then put it in a different place, as items tend to get stuck again if left in the same spot. Hope that works for you.
Ritzcracker is right. Often the item that is left 'hovering' was associated with the object it was on. Ganz is still having trouble with that 'second layer' thing. That first layer has a physical address. You know like the room is 10 X 10 squares, right? Think of it like a crossword puzzle. It is located in the 4th square across and the 10th square down; for example. If you can't get the item unstuck the way Ritz says (Use the very same table or counter that you used in the first place or it won't work) then tell Ganz, where it is located. Make sure you also tell them it is in the second layer up. They should be able to pin-point it and unlock that 'snap to grid' function and release it.
