I give out rep only for those posts I find most helpful. So you can either go on a rep posting spree and hope someone will give some back or go on a super helpful posting spree and people like me will notice it and leave very nice Rep . Yup random people like me like giving out rep to those posts that are the most helpful.
If you've wrote a helpful or nice post that someone likes, then they clicked the thumbs up button under your avatar and stars. Then they wrote why they gave you that reputation and clicked send. Once you get a certain amount of reps from other users, then more bars appear under your name and on your profile. If you want more, continue to make good posts, and remember to never beg for reputation.
If someone likes what you said, they will click on the thumbs up button under the "Give WI bucks" thing. Then they type a short message, and click the button to send it. Then after a few people doing that (well, it's actually many) you will get another bar.
