Yes, Lydiebug, this is normal. The Sea Otter is a land animal. No underwater room... It makes sense in a way, the otter is a mammal, he holds his breath under water (no gills). If he slept all night on the ocean floor, he would drown... If you already have an underwater room, he will wear a bubble around his head when he goes in it.
