Default Unanswered: Links to Move Across a Page

I don't know if anyone knows anything about this, but I'll throw it out there and see what happens.

I want to know if it is possible to hyperlink a word to a section of a page here in a thread. What I mean is, for example, something like a link at the bottom of a page that says "Back to Top." Another example would be a Wikipedia page where there are links to each topic on that particular page.

Does anyone know if I could do this on a thread on WI by using hyperlinks? I noticed that on Wikipedia the link address it gives is the page address and then a "#" symbol and then the name of the section. I tried this and it didn't work, which I expected because I thought there would be more to it than that.

Please let me know if you know the answer to this. I have never worked with creating web pages before.

You can copy and paste the URL to make a hyperlink but I don't think it is possible to make a back to top button unless you copy and paste this thread's URL, like so ---> http://www.webkinzinsider.com/forum/...s-t389006.html

There is a button at the bottom of the main forum page called "Top" too. The address is www.webkinzinsider.com/forum#top I want to know if it is possible to program these. How does it know what the "#top" is?
