When the snow is on the ground, it's the same as normal in that you can grow your garden and use your swimming pool. As for the leaves on the ground, I haven't heard anything about that.

they do tell you to dress your pet warmly before going outside too, it's really cute. Doesn't affect the swimming pool at all, so I would imagine that your crops would grow normally too
