I have read that on the pics that people use for backgrounds on their pages in WI, sometimes you have to save the pictures in gif format so that they take up less memory. Your picture looks very detailed, maybe the size is just to big for a sig
You have to do copy then paste it in Microsoft GIF Animator. Save then go to WI and go to user cp. After this do edit signature and then press browse and press save and it should be on there. You also want to press save changes. And to put that big of a picture in your signature you will probably have to delete all the other stuff out of it.
I am thinking after looking at the properties of the image you have there that it is too big for WI signatures. If you have a paint program, you can edit the image size, save as a BMP, or reduce the pixel ratio. Those are all things that can reduce how many KBs that an image is.
