There are some websites, such as Picnik that will allow you to use preset borders... I can custom make these if you would like, but I have a limited time for graphic-creating! Let me know if you have something in mind, I'd love to help
I've never used LunaPic, but i've used online image editor a few times.. My program is from Microsoft, so its pretty customizable.

Or you can take your picture, and (on GIMP) add a new layer, put it behind your original image, and make the canvas a few pixels larger so the bottom layer shows just barely (works best if the bottom layer is just a solid color.
You can do it on GIMP. On paint even, I guess you could fill the page black, then open your picture onto it. Then just move it to almost the very corner so only a border's showing. After that, you'd crop the page to make the border of the other two corners.
Search 'Online Image Editor' on Google, and click the first link. Upload your picture, and then go to edit > create border. once there, choose your color, change the width to one, and click 'apply'. There you go! (:
