I mean, did the creator of that particular sticky just create a normal thread and hope for it to be a sticky? Or did they talk to a mod/admin?
It can happen either way. If a member creates a thread that will be stickied it must be influential enough to be worth being a stickied thread (it must be important to let members see it more quickly when clicking into a forum and having the information in the thread easier to access) and then a moderator or administrator can choose to sticky it or not. That is only if they happen to notice the thread.
The other way would be to request to a mod/admin to have someone's thread stickied. By bringing it to their attention, a decision will likely be reached earlier. I know a lot of threads that have been stickied by this method, but it's best not to recommend your own thread and instead recommend other helpful threads. If yours is really great, someone may recommend it for you too.
But the final decision is always up to the administrator.
Though there's another way. Sometimes your thread can be SO helpful, that someone else (Not the creator of the thread) could have clicked the "report" button, and wrote in it something like "SUPER Helpful thread! Mods, Admins, come see!" or something like such. Sometimes you might even get a mod pass by, who finds your thread worth being stickied. (:
Then you can request for your thread to be stickied, but sometimes its not a good idea. Mods and Admins have many other Notifications to take care of. Sometimes your sticky idea isn't too good. So, I'm not a big fan of requesting a thread to be stickied by yourself.
Then you can just post the thread, and a mod or admin might pass by, and read it, find it quite usefull, and sticky it!

Ps. There's no 100% that you'll get a sticky right away, so don't just try for a section with already too many stickies, try for a section with less stickies in it. You'll probably for from no 100%, to will have around 90%.
For example,lets say you created a guide on how to use photoshop,and nobody else had a guide like that,and yours was REALLY helpful. Your thread may get sticked in the avvie/siggy section,or the guide section.
A mod or admin can make it a sticky,so if your guide/thread is really helpful,and a staff member comes across it,you may just get it sticked.
