Default Unanswered: How do threads become "sticky"?

There are some really helpful guides that are "sticky": they stay at the top of the page so you see them first. How do they become that way? There are some threads that I think should become sticky, and some sticky threads that I think don't deserve it. Thanks!

when a mod rights a post it is usually improtant so they make it easier for people to see them and but them at the top of the forum
