Making an avatar isn't that hard if you know how to do that. First you have to find a picture of what you want your avatar to look like. Let's say you want a picture of... the ocean. You can do a couple of different things to get your picture of an ocean. If you have a camera and saved photos that you've taken of an ocean, you can skip these steps and go to the next paragraph. Or if you don't, you can go to google images and search "ocean". Once you find a picture that you like right click on the photo and press "save to my computer" which is one of the options that it will say. Then give it a name and save it. Put it in a place where you'll find it easily so that you don't loose it!
After you have a chosen picture, then you can go to an image editing website. The ones that I'm going to mention to you, you do NOT have to download a special program, create an account, or pay for. I use fotoflexor. Another couple that are commonly used are picnik and tinypic. I'm going to show you how to fix everything using fotoflexor because as I said, I like this one best. The other two programs work very similar though.
Once you get to the website, click on "Upload Photo". After it loads, click on the gray Upload button and find the image. Then it will take a minute or two to upload. Once it pops up on the website, you can have fun editing it. But to make it an avatar, you must have the image set at a size of 100 x 100 or else WI will not let it be used as your avatar. To do this, you have to go under Basic, and then click on Resize. Uncheck the box that says Keep Proportions. In each of the two typing boxes, write 100. When you're done, click apply and you're image is all ready to be used as avatar size! You can do all sorts of things to it if you like.
Once you're happy with the way your image looks, there is a button near the top that says Save. Click that and then save it to your computer. Now it's all ready to be used as your avatar!
I assume that you know how to edit your avatar, but just to be sure you click on User CP. Then on Edit Avatar. You want to click on Choose File which is sort of near the bottom. Once you've put it there, click Save Changes and you're all set!
