If you really want to make good graphics, then websites are not the way to go.
The best website I would say is www.sumopaint.com, but it's nothing compared to GIMP or photoshop. Since you're looking for websites, you probably don't want anything that costs money, so photoshop wouldn't be the best option, either. GIMP is by far the best if you're looking for something free. It costs no money, gives you no viruses, it can do everything a website can do but in much better ways, and it can do 100x more than websites! You can download it virus free, and money free at GIMP - The GNU Image Manipulation Program. If you need help on how to use it, PM me! GIMP is like my second home. xD I know it from top to bottom.
And I was surprised, Photobucket has a built in photo editor, so you can upload and edit at the same time, and it's pretty good for cropping and resizing, among other effects. You do need an account, but it's safe/free. :3
I would personally suggest a graphics editing software, such as paint.NET, GIMP, Microsoft Digital Image Suite Anniversary Edition Editor (phew, quite a mouthful!). You can find the first 2 free for download, and the last cheaply on some sites
Picnik is my favorite; it's amazing. Recoloration, effects, textures, stickers, over twenty unique fonts, cropping, borders, and photo-editing. It's safe and free; you don't need an account for all of those things, nor do you have to buy picnik-premium. I'd recommend Picnik anyday; it's easy, fun, and although it takes a bit of practice to make professional looking graphics on there, after you use it for about a mouth, you'll be up and ready with graphics like mine! Luna is good too, although a little strange, and it's the best for beginners IMO. I mainly only use it for animation, transparency, and pasting, but there's a lot you can still do on there! Play around a bit; it's really fun!
You can also make your own graphics instead of trying to use websites. They don't always suffice.
I use both Lunapic [only for resizing and so on] and everything else is with Photo editor online - Pixlr.com edit image <- It's a photo editing/art website. It takes a bit of getting used to, but it's amazing in the end. I'd do lessons, but I have no PMing privileges. Soooo.. D:
