i use a free program named IRFANVIEW. completely free. a small program and very easy to use. it shows the picture information, like size. and you can resize. there is even a resizing window that you can make it any size or just hit HALF or DOUBLE. you can adjust colors, contrast, add border, etc., etc.,

Another free program that is already on most computers is Microsoft's Paint. (Open the list of all your programs and look under "Accessories" to find it.)

Open the picture in Paint, the click on the "Image" tab. There will be a "Resize" option, which will let you type in the percentage you want it to shrink. To keep the same proportions, be sure to type the same number in both the "Horizontal" and "Vertical" boxes.

When you have a size you like, click the "File" tab and "Save As" to save it as a new, smaller document!
