Chances are it is your display or graphics driver because its showing up no matter what you do, not just when doing a specific thing.

I'd try that and see if it works.
Or you can contact a computer repair place (if you call computer repair stores or visit them they won't usually charge you anything unless they actually look at your computer).
Techie says adjust your screen resolution up to the highest option. <--- maybe because of the blurriness?
If you search "screen resolution" it'll be under the control panel, mine is at 1366 x 768 (recommended) which is the highest one for me.
