You have to change it to a jpeg first. Don't just try and upload a saved picture. If it has a bmp extension on it, it will be too big for the upload manager.
With your picture in paint
Press 'Save as'
Select jpeg and then save it to your folder before upload.

NOW the uploading part!!
you could go to tinypic and have them host your pictures for you. That way you wouldn't take up any more space on your attachment manager Here is how you do that AND you get the BIG pictures, not those ones that you have to click on to look at Here is the scoop
What I do is Prnt Screen, open up Paint, Go to Edit, then click on Paste, and then Save it. Then go to Tinypic.com, and then upload your Picture, and then click on the Long Link that say "For Message Boards and Forums", and Click Copy, and then go to your GE, and then click Paste, and then your Picture shows up as a link... and then when you're finished editing your Post, your Picture shows up. I'm sorry if it doesn't work for you... it always works for me. And I don't know any other way. :[

Save it onto your computer, and then upload it to either tinypic.com, or glitterfy.com. Those are the easiest to work with. You can then upload the picture, and then you can get the BBC code for Forums, and copy and paste it into your signature, or into a thread on Webkinzinsider. Good Luck!
