It really depends on what kind of graphics you would like to make. Webkinz avatars, for instance, can be made by taking a screen-shot (fn + alt + prt. sc. for laptops) and cropping it down on a default program called "Paint." You can find paint by..
- Going to "Start" Menu of your computer
- "All programs" then "Accessories" and "Paint"

Well, it depends. You can make ALL sorts of avvies with ALL sorts of programs. If you want to make soemthing for free, use the link Ave gave you. You could draw pictures with microsoft paint, and then using the link for lunapic that will be given in the thread ave gave you, you could make a slideshow. Or you could use pictures you get off the internet. If you have photoshop, you can try using all sorts of special effects, adn that will make a great avvie. Also, if you can't find a way to make your own avvie, try going to a shop. I usually make my own, so I have none to recommend, but there are all sorts of good ones out there.
