Hmm, I like to use 20 seconds for pixel animations (hearts, firework, 'X') but for like, TV show and movie animations I usually use about a 40,50,60. I just kind of play around with it to make it just right.
the default speed for animations on gimp if you enter nothing after each frame is 100ms. if that's too fast, then you can change the speed by making the numbers bigger by entering a number then ms, ex: (200ms) on each layer. the higher the number the slower it will go from each frame to the next. i would just play around with different numbers to see what works best for your animation. you might have already knew that.. sorry if i didn't understand the question right. good luck!
