Ok... well try this: click on Start, Search, then click on All Files and Folders. In the first box (under All or Part of the File Name) type in mspaint.exe and click Search.
The search could return more than one file - the one you're looking has an icon that looks like some paintbrushes in a cup AND IS LOCATED IN THE C:/WINDOWS/SYSTEM32 folder. Click on that one and it should open up Paint.
Note: I'm using Windows XP - I'm guessing that it is probably located in the same folder for Vista but I'm not positive.
[I tried opening the one located in the C:/i386 folder and it didn't work]
