I was under the impression you were only allowed 2 pics. If people have 3, it's all in a row and the file is saved as one. If you go into something like Paint, you could open up all three pictures (save the pics on your computer), open up a new Paint canvas, then copy each picture onto the new canvas. You can order them as you like. Then save the new picture and put that onto your siggie.
If you have Microsoft Word, I think it lets you add more stuff because Word has quite a bit of drawing tools. You could insert the 3 pictures onto your word document, play with the pics by adding borders or clip art and then take a screen shot and crop it on Paint (because the screen shot will include the whole document).
First I opened up Word and inserted 3 pictures on my computer. I then played with each picture and even added a WordArt title:

I printed the entire screen and then in Paint (well, I don't use paint, I have SnagIt for screen capture but you will probably use Paint ) I cropped the image and save this new image that now has 3 images on it.

Most people just put three pictures right next to eachother... I did 3-D... just for fun.
