How does the rafle thing work? I have never seen one. I have heard it talked about on this site but do not understand. How do you know when one is coming up and where do you go for it?

That happened to my sister a few months ago. She won the raffle and got no prize, she was so disapointed. Hopefully (if it is a glitch) it will be fixed soon.
