Generally speaking if Arte says there is a rare at 11 PM it is a lie. Seldom have we seen him actually produce a rare at that time. I think MAYBE once after the Curio shop zone parity was introduced.
There is some sort of glitch in the system where he says there is a rare at 11 and when you go to look it is just regular stuff. It has pretty well always been that way, even when we had the Asian zone getting rares no one else was

when the curio shop is broke, arte will say that there will be a 11pm rare (yes 11pm, no other time) which in fact there isn't. Once the time hits midnight, the curio shop is impossible to enter and it kicks you off of WW. Maybe 1 time a year he actually does offer a 11pm rare.

Cows, is there an 11pm "phantom rare" every time the Curio Shop is broken or only some of the time? (It seems to break a couple of times a month by my guestimation. Is that about right?)

Under what conditions does the Curio Shop malfunction and log you off at midnight? Only when it is broken or under ordinary conditions?

Arte sometimes gets a little confused. I think he is not a night person. Never believe him when he says there is a rare at 11pm. He almost always is lying.
