I have the hat but I need to get the top (or any of the other items) does anyone know when the top will be available?

The Chef Shirt is the only other item in that costume. You can use any pants or shoes from the W Shop. The Chef Shirt comes round often in the Curio Shop, and should not be that hard to find. You can check here:
