Well, say there's a bully at school and the teacher's are watching them, you can tell your teacher's or parents who exactly hurt your feelings. Online, people can say and do whatever they want whenever they want to, and the problem with that is that you don't know who it is, so you have no control on how to stop it, because you might not know this person
