How much do you have to tip him??

I am only on level 4 and I can't get past it.
I always tip him at least 10 EVERY day and I buy a ton of stuff.
He just won't budge

Is level 7 the only level he will tell you anything about the rare items?

I'm new to Webkinz so this primer is great. I hadn't realized there are levels. Thanks for the info!
