I don't think it is true about the amount you tip based on what you have. I have been tipping 10 the whole time and am on level 6. I do buy rares often though- like the bowling alley and I was still on that level the longest. So I am not sure if it really matters the amount spent- I think it is better to just focus on visiting frequently and buying something regardless of the cost.

I have been stuck on level 5 for months now and I have purchased the bowling alley and lots of other things, I always tip him a minimum of 25 per day but I still can't seem to get past this level....Come on Arte...

Just buy something or 2 everyday and tip $100kc and you should moveup pretty fast. It could be something small, but the point to Arte is that you are buying from him. I kept buying his rares just about everyday and so I moved through the lower ranks pretty quick.
