What's the point of the "Clearance" section of the KinzStyle Outlet?

Let me start by giving an example of the reason for my question:
A few days ago, the eyepatch - normally 20 KC - was on "Clearance" for 15KC. Today it's back to it's regular price and the pirate hat is now available.
"Clearance" would seem to indicate that the item is no longer going to be available (think about shopping for seasonal items in regular stores, for example). But if it's just coming back - same item - at regular price, why have it on Clearance and not just as a temporary hourly "Special"? It seems redundant to have clearance items and special items at the same time, especially when the purpose of clearance isn't being utilized.

But isn't a "Sale" and a "Special" the same thing? They already have the "Special" button they can use. "Clearance" usually indicates they're "clearing" the store of the item.
