Are you able to make stickers? You could make Webkinz stickers, or just get a billion TC3 packs. Then have the kids stick them on paper bags, and that could be loot bags. And also use markers and stuffs like that.
What about a Pinata filled with figurines or something?

More specifically I want to be an orthapedic doctor at a hospital like shriners or smething but any way. I completely agree the employment office needs easier jobs my sis is of normal intellegence and has difficulty doing even the easier jobs. I think I can definitely create something along those lines that the kids would enjoy. I can do a lot of creative things at my job so I could make a big board with Webkinz characters on it and cut outs with levels. That would be great!
Trading cards in the loot bags would be good too if I can fit that in the budget. We will probably get our Littlekinz from a guy who makes these really cool carriers out of paper bags. "Ready made and personal loot bags". This guy runs a really cool little shop with pretty much all Webkinz stuff.
I would be a little worried a Pinata would be too much stimulation and could get out of hand. I think I will talk to my sons teacher and get his take on it.

I am afraid that I cannot put a cap on my childs spending unless I sit right beside him and make sure he follows it. He just does not understand. He is impulsive and follows his present train of thought forgetting whatever restrictions you may have asked of him. For that reason we keep two WW ID's. One on which I allow him to play independently and another where we keep most of the good stuff.
He has been following the trading room with me (I am gifted) and he is loving all the cool stuff that we can trade for. This is also helping him to understand values somewhat and we keep lists of the values for certain items. The numbers are too high for him to grasp the math but we still talk about it and I show him how I add values of certain items together to reach the value of something else. We are trying to find a purple or red lava so he is really enjoying the challenge.

The Arcade has various simple games that the concept can come quite easily.  Games like zingoz matching (can't think of the entire name), wacky zingoz, and even checkers perhaps.
Then, in the Tournament Arena, a lot of the player vs. player games are very fun and also easy. Rock Paper Scissors, Zingoz Switcharooz, Connect 4, etc.
The simple joy of the clubhouse is also great. I am talking the regular kinzchat and NOT the trading room. Just the interaction with others and their pets will bring joy to any face.
Decoration rooms, visiting the curio shop/w-shop...lot's of fun.  As far as saving money, perhaps as a parent/guardian, you sit down with your child and decide that perhaps Sunday afternoons is the day to visit the w-shop....and have a money limit to spend. Or just say, only 1,000 can be spent a week and help your child keep track of their spending.
Most of all, I think you have to play with the young/special needs child to really help them navigate around to the various wondorous and fun things in Webkinz World. Maybe you could even read them a W-Tales story. Anyway, for party ideas, you could do "Pin the Bat on Zangoz". Zangoz is the furry, orange creature that hits Wacky.
For a cake, don't make one! For my birthday, my mom made brownies and put them in a circle formation. She drowned it in hot fudge, and put it in the fridge. The next day, I had a pretty delicious 'cake'! Maybe to make it Webkinz themed, you could put mini-cardboard cut-outs of WW in the hot fudge before it cools.

I tried it once and I do remember that it was fairly simple. My son does Wheres Wacky often but cannot get too far because of the time factor.
