This is an awesome story. I was sort of confused but figured it out. I myself am writing "It's Time". You should check it out (If you get the chance..)

Umm, sorry but I don't get it. How could those men be helping people, when they just shot 3 people ?

Well,
You see they didn't actually 'shoot and kill' the people, they inserted a chip in them to control the way they live, hence by controlling these people they are 'helping' them.
