As far as elymics' statement that they moved out of Quebec and STILL weren't eligible. That really makes no sense at all. I would be furious.

Does anyone know the real legal reasons that this is not allowed? I'd love too know if we had any recourse (a petition from the residents of the effected states or providences maybe.)
In the case of Quebec, it has to do with provincial legislation.

From all of the info that I've found on the web, NY (not sure if Florida and Quebec are the same) requires extra paperwork to be done by the contest holder (Ganz) in order for an online contest to be legal. On some sites it even stated that the company would have to pay a fee, but that seems to only be for prizes over a certain dollar amount (approx $500.)
I can't imagine that it is so much extra work to legalize the contests in these areas. So, apparently, it is OK for Ganz to accept our money for virtual items, we just can't win them. AAArghhh!!
